International Collaborations

Outreach is a strategic objective of the General State Archives (GSA)

This objective is achieved through collaborations at both national and international levels, as well as through participation in relevant international institutional bodies.

The Central and Regional Services of the GSA create synergies, develop initiatives, and monitor international developments in the field of archival science, with the ultimate goal of implementing best practices and providing expertise to institutions and individuals.

The GSA work towards the implementation and dissemination of the core principles of the Universal Declaration on Archives ( English and Greek ), as adopted in 2011 by the General Conference of UNESCO.

During the COVID-19 pandemic, UNESCO’s “Memory of the World” programme worked to highlight the relationship between documented cultural heritage and pandemics.

In this context, a joint statement was issued by UNESCO and international organizations:

Extroversion is a strategic goal of the General Archives of the State (GAS). This goal is achieved through collaborations, at national and international level, and at the same time through participation in the respective international institutions. 

The central and regional services of the GAS create synergies, develop actions and monitor international developments in the field of archivalism, with the ultimate goal of implementing best practices but also providing know-how to organizations and individuals.
The GAK, as a national archival body, works for the Implementation and dissemination to the general public of the basic principles of the World Archives Declaration (English and Greek), as approved, in 2011, by the UNESCO General Assembly during the COVID-19 pandemic, UNESCO’s “Memory of the World (Mow)” secretariat worked to clarify The conceptual and practical connection between documentary Heritage and pandemics.
In this context, an important joint announcement co-signed by both UNESCO and its important internal and external partners, such as the International Federation of Library Associations and Institutions, was made public. (IFLA), the International Council on Archives (ICA), the International Center for the Study of the Preservation and Restoration of Cultural Property (ICCROM), the International Council of Museums (ICOM) and the Co-Ordinating Council of Audiovisual Archives Associations (CCAAA).

International Council of Archives - International Council on Archives (ICA)

The GAKs are a member of the International Council of Archives / International Council on Archives (ICA) as a national archival service. Through this, the Service monitors developments and participates in international archival conferences. The International Annual Conference (former International Conference of the Round Table on Archives – CITRA) is mentioned as an example.
The participation of the GAS in the largest international archival organization – which promotes cooperation between all archival agencies and is an organization with a special scientific project in the creation of standards, rules and best practices at all levels of archival material management – is particularly judged Important.
In the context of the extroverted and collaborative strategy – at the international level – the Service systematically monitors international developments, actively participating in the scientific working meetings of the European Archives Group / European Archives Group (EAG) and the European Council of National Archivists / European Board of National Archivists (EBNA), as well as at the DLM Forum.

The European Board of National Archivists (EBNA) meets every six months in the capital of the country that holds the rotating presidency of the European Union. The meetings are attended by the Directors of the national and state archives of the EU Member States.

During these meetings, strategic issues concerning the archival profession and the services provided by archives are discussed, such as the preservation of electronic records, digitization, protection against theft, and the response to natural disasters.

The participation of the General State Archives (GSA) in this body is particularly important, as it enables the Service to take part in meetings where decisions are made regarding the future and development of archival institutions within the framework of the European Union.

Consequently, the EBNA constitutes an important link between the GSA and the European Union, both in terms of scientific developments and in terms of monitoring and participating in the shaping of policies for the archival sector at the European level.

The European Board of National Archivists (EBNA) convenes every six months in the capital of the country which has the presidency of the European Union from time to time. The directors of the national/state archives of the EU member countries participate in his work. These meetings discuss strategic issues concerning the archivist’s profession and the services provided by the archives, such as the preservation of electronic records, digitization, theft, natural disasters, etc.

The participation of the GIS in this particular body is important since the service is given the opportunity to take part in meetings where decisions are made regarding the future of archival bodies and their development within the framework of the EU. Consequently, the EBNA body is an essential link between the GAK and the EU. at the level of scientific developments, but mainly at the level of monitoring and participation of the Service in policy decisions for the field of archives at the European level.

In June 2014, the General State Archives (GSA) successfully organized, within the framework of Greece holding the Presidency of the Council of the European Union, the Working Meeting of the European Board of National Archivists (EBNA).

A brief overview of the event is presented through the following information:

  • Dates: 5 & 6 June 2014
  • Venue: Zappeion Hall – Journey Hall
  • Number of participants: 59
  • Participants: Directors of the National Archives of the Member States of the European Union, national experts in archival matters, representatives of EU institutions and distinguished Greek scholars
  • Number of presentations: 15
  • Official guests from Greece: the Secretary General of the Ministry of Education and the Supervisory Board of the GSA

The programme and presentations of the meeting, with simultaneous interpretation in English, French and Greek, covered the following thematic areas:

  1. On the occasion of the 100th anniversary of the establishment of the GSA, the President of the Supervisory Board of the GSA, Nikos Karapidakis, the Director of the GSA, Marietta Minotou, and the Director of the Historical Archives of Macedonia, Nestor Bamidis, referred to the historical development, mission and objectives of the Service, placing particular emphasis on the digitization of archival material and the use of the archival management software @rcheiomnimon.
  2. Case studies from countries such as Belgium, Norway and Malta were presented, focusing on the provision of high-level services to citizens through the experience of their national archival institutions.
  3. Archives and new technologies: the internet, social media and archival institutions. Representatives from France, Germany, Iceland and Greece presented ways of utilizing new technologies in the internet era for the promotion of archival culture.
  4. Archives, public administration and e-government: the challenge of managing open data. Experts from the European Commission, as well as representatives from the Netherlands, Italy and the United Kingdom, presented the latest developments in the field of open data.

During the second day of the meetings, and for the first time within the framework of the joint EBNA / EAG working meeting, an important discussion was initiated in Athens regarding the future of cooperation among archival institutions at the European level. Representatives from the National Archives of France, Germany, Luxembourg and the Netherlands participated in the discussion.

The scientific working meetings were completed with great success, as confirmed by the congratulatory messages — both electronic and oral — received by the GSA following the completion of the event.

In June 2014, the General Archives of the State (GAS) organized, with great success, in the context of Greece taking over the Presidency of the Council of the European Union, the working meeting of the European Council of National Archivists /  European Board of National Archivists (E.B.N.A.)
A brief overview of the above action follows from the following:

The program and speeches of the meeting, with parallel interpretation in English, French, and Greek, had the following themes:
1. In the context of the 100th anniversary of the establishment of the GAK, the President of the Ephorate of the GAK, Mr. Nikos Karapidakis, the Director of the GAK, Mr. Marietta Minotou and the Director of the Historical Archive of Macedonia, Mr. Nestor Bamidis referred to the historical route, the purposes and objectives of the service. At the same time, emphasis was placed on the digitization of the archival material, which has also been carried out on the use of archival data management software “@archeommeni‘.
2. Case studies of countries such as Belgium, Norway and Malta concerning the provision of high-level services to citizens, through the experience of national archival bodies.
3. Archives and new technologies: Internet, social networks and archival agencies. Representatives of France, Germany, Iceland and Greece presented the way of utilizing new technologies  In the age of the internet projecting archival culture.
4. Archives, Public Administration and Electronic Government: The Open Data Management Challenge. Specialist scientists from the European Commission as well as the representatives of the Netherlands, Italy and Great Britain developed in their speeches the latest developments on the issue of open data. During the second day of the meetings and for the first time in the framework of the joint working meeting of the EBNA / EAG, an extremely interesting and topical discussion that focused on the future of cooperation, at the European level, of the archival bodies, started in Athens, with a joint presentation of the positions of representatives of the National Archives of France, Germany, Luxembourg and of the Netherlands.
The scientific working meetings were held, with great success, given the congratulations of electronic and oral messages that we received upon their completion.

The Recommendation of 14 November 2005 of the Council of Europe proposed the creation of the European Archives Group (EAG) , with the aim of developing and promoting five priority measures for the development and advancement of archives within the enlarged European Union.

These measures concern:

  1. the preservation of archives and the prevention of disasters
  2. interdisciplinary cooperation in the field of electronic archives
  3. the creation and maintenance of an online archival portal for the European Union
  4. the creation of a legal database for EU archival legislation
  5. the prevention of archival theft

Meetings of the EAG group are held on a semi-annual basis.

The Council of Europe Recommendation of 14 November 2005 proposed the creation of a European Archives Group (E.A.G.) In order to process and promote the following five immediate priority measures for the development and promotion of archives in the enlarged European Union:
A. record maintenance and disaster prevention,
b. Interdisciplinary collaboration in the field of electronic archives,
c. Establishing and maintaining a file portal in the EU,
d. Creation of a legal database for the archives of the E.U. and
e. Prevention of file theft.
The EAG team meetings are six-monthly.

The Document Lifecycle Management (DLM) Forum was established in 1997 on the initiative of the European Commission, with the support of the National Archives of the Member States of the European Union.

Until 2002, the DLM Forum functioned as a collaborative initiative led by EU Member States and the European Commission. It later evolved into a broader community of stakeholders in the field of archives (both historical and current), records and document lifecycle management across Europe.

Since the third conference in Barcelona in 2002, the DLM Forum has operated as an independent organization and accepts members from both the public and private sectors, including vendors, end users, institutions and associations. It constitutes a European centre that develops standards and guidelines for the management of electronic information and electronic records.

An important example is the publication of the European standard MoReq (Model Requirements for the Management of Electronic Records) in 2001, while MoReq2 was published in 2008. This standard describes the functional requirements of Electronic Records Management Systems (ERMS).

The General State Archives (GSA) are an active member of the DLM Forum and participate in its scientific meetings with presentations and interventions by the Service’s scientific staff.

Organization of a DLM Forum Meeting at the GSA

In June 2014, the GSA organized, within the framework of Greece holding the Presidency of the Council of the European Union, a meeting of the DLM Forum Foundation.

A brief overview of the event:

  • Dates: 10 and 11 June 2014
  • Venue: Ministry of Foreign Affairs – “G. Kranidiotis” Amphitheatre
  • Number of participants: 80
  • Number of registered attendees: 124
  • Number of presentations: 18
  • Number of speakers: 24
  • Invited audience: Supervisory Board of the GSA, academics and ministers

The meeting was attended by Directors of National Archives, senior officials of archival organizations, company executives, IT experts, representatives of ministries and public administration, academics and professionals in the field.

The main thematic areas of the conference were:

  • electronic records management systems
  • electronic records, public administration and e-government
  • the future of MoReq
  • case studies on electronic records management applications
  • records management and new technologies
  • the European project E-ARK

Greece was represented in the programme with a presentation entitled “The Challenges of the General State Archives in the Management of Electronic Records”. The paper was prepared by the archivists of the Central Service of the GSA Ms Vasiliki Delengou, Ms Eleni Mamma and Ms Georgia Tsouri, and was presented by Ms Georgia Tsouri.

The meeting was completed with great success, as confirmed by the congratulatory messages—both electronic and oral—received by the Service. At the closing of the meeting, the new President of the DLM Forum Foundation, Mr Zoltan Szatucsek, congratulated the GSA for the organization and overall effort. Congratulatory messages were also sent by both him and the outgoing President of the organization, Mr Jon Garde.

The Document Lifecycle Management (DLM) Forum was created by an initiative of the European Commission in 1997, with the support of the national archives of the member states of the European Union. Until 2002, the DLM Forum was a collaborative effort that was led by the EU member states. and the European Commission. The DLM Forum then evolved into a wider community of stakeholders in the field of archives (historical and active), documents and life-cycle management across Europe.
Since the third Barcelona Congress in 2002, the DLM Forum is now an independent body and accepts members from the public and private sectors. It now includes suppliers, end users, institutions and associations. The DLM Forum is a European center that defines standards and guidelines for the management of electronic information and electronic files.
At the present stage, this institution is one of the most basic bodies at European and international level in defining guidelines and standards concerning the management of electronic records. An illustrative example is that in 2001 the DLM Forum published the European model MoreQ (Model Requirements for the Management of Electronic Records). MoreQ2 was published in 2008. This standard describes and models the functional requirements for the management of electronic files and mainly focuses on the functional requirements of the electronic records management systems (Electronic Records Management Systems (ERMS).
The GAK is an active member of the European DLM Forum, participating in its scientific meetings with relevant speeches and scientific interventions. In the meetings of this body, which take place every six months in the country that has the EU presidency from time to time, in many cases in the past, the GAK participated with scientific staff.
Organizing the Document Lifecycle Management (Document Lifecycle Management) Forum Foundation in GAS
In June 2014, the General Archives of the State (GPS) organized, with great success, in the context of Greece’s withdrawal of the Presidency of the Council of the European Union, the meeting of the Forum for the Life Cycle Management / DLM (Document) Lifecycle Management) Forum Foundation

The program and speeches of the meeting were the following topics:

The host country was represented in the program with a speech, on the topic “The challenges of the general archives of the state in the management of electronic files”. The text was edited by the archivists of K.Y. of GAK, Mr. Vasiliki Delegou, Eleni Mamma and Georgia Tsouri and presented by Mrs. Georgia Tsouri.
This meeting took place, with great success, given the congratulations of electronic and oral messages received by the Service, as well as, with the closing of the meeting, with the speech of the new President of the DLM Forum Foundation, Mr. Zoltan Szatucsek, Who congratulated the GAK, as a whole, for an organizational process and effort. A congratulatory message, by email, was also sent by the new President of the DLM Forum Foundation, Mr. Zoltan Szatucsek, and by the outgoing President of the DLM Forum Foundation, Mr. Jon Garde.
