Partnerships

Outreach is a strategic objective of the General State Archives (GSA)

This objective is achieved through collaborations at both national and international levels, as well as through participation in relevant international institutional bodies.

The Central and Regional Services of the GSA create synergies, develop initiatives, and monitor international developments in the field of archival science, with the ultimate goal of implementing best practices and providing expertise to institutions and individuals.

The GSA work towards the implementation and dissemination of the core principles of the Universal Declaration on Archives ( English and Greek ), as adopted in 2011 by the General Conference of UNESCO.

During the COVID-19 pandemic, UNESCO’s “Memory of the World” programme worked to highlight the relationship between documented cultural heritage and pandemics.

In this context, a joint statement was issued by UNESCO and international organizations:

  • International Federation of Library Associations and Institutions (IFLA)
  • International Council on Archives (ICA)
  • International Centre for the Study of the Preservation and Restoration of Cultural Property (ICCROM)
  • International Council of Museums (ICOM)
  • Co-ordinating Council of Audiovisual Archives Associations (CCAAA)

The central and regional services of the GAS create synergies, develop actions and monitor international developments in the field of archivalism, with the ultimate goal of implementing best practices but also providing know-how to organizations and individuals.
The GAK, as a national archival body, works for the Implementation and dissemination to the general public of the basic principles of the World Archives Declaration (English and Greek), as approved, in 2011, by the UNESCO General Assembly during the COVID-19 pandemic, UNESCO’s “Memory of the World (Mow)” secretariat worked to clarify The conceptual and practical connection between documentary Heritage and pandemics.
In this context, an important joint announcement co-signed by both UNESCO and its important internal and external partners, such as the International Federation of Library Associations and Institutions, was made public. (IFLA), the International Council on Archives (ICA), the International Center for the Study of the Preservation and Restoration of Cultural Property (ICCROM), the International Council of Museums (ICOM) and the Co-Ordinating Council of Audiovisual Archives Associations (CCAAA).

Below are representative examples of collaborations between the Central Service of the General State Archives (GSA) and organizations from both the public and private sectors.

ΜΝΗΜΟΝΙΑ ΣΥΝΕΡΓΑΣΙΑΣ

Municipality of Filothei - Psychiko

In 2015, a “Memorandum of Cooperation” was established between the GSA and the Municipality of Filothei – Psychiko, with the aim of fostering archival awareness among the citizens and organizations of the Municipality of Filothei – Psychiko and of co-organizing initiatives between the two institutions.

The “Memorandum” defines the framework of cooperation between the institutions, while its objectives are achieved through the following actions:

  • the supervision and proper operation of the (under establishment) “Special Archive” of the Municipality of Filothei – Psychiko, in accordance with Article 39 of Law 1946/1991, as well as the provision of expertise by the GSA.
  • the co-organization of the International Archives Day (9 June each year).
  • the organization of exhibitions presenting archival material.
  • educational programmes supported by the Municipality of Filothei – Psychiko, aimed at promoting archives as an educational tool.
  • scheduled guided tours at the GSA, organized at the initiative of the Municipality of Filothei – Psychiko.
  • the hosting of scientific events and meetings of the Municipality of Filothei – Psychiko at the building of the Central Service of the GSA, and correspondingly the free hosting of GSA activities in halls and buildings of the Municipality.
  • the development of part of the garden of the Central Service of the GSA into a model Mediterranean garden and the care for its maintenance.

In 2015, a “Memorandum of Cooperation” was drawn up between the GAS and the Municipality of Filothei – Psychiko, with the aim of cultivating archival awareness among the citizens and the bodies of the Municipality of Filothei – Psychiko and the co-organization of actions between the GAK and the Municipality of Filothei – Psychiko.
With the “Memorandum”, the cooperation framework between the agencies is determined, while the purpose is achieved through the actions:

  • of the supervision and orderly operation of the (under establishment) “Special Archive” of the Municipality of Filothei – Psychiko, in accordance with article 39 of Law 1946/1991 – Provision of know-how on the part of the GIS
  • The co-organization of the World Archives Day (June 9 of each year).
  • of the organization of exhibitions of archival material.
  • of the educational programs with the support of the Municipality of Filothei – Psychiko for the promotion of the Archives as an educational tool.
  • of the planned guided tours of the GAK, with the initiative of the Municipality of Filothei – Psychiko.
  • The hosting of scientific events and meetings of the Municipality of Filothei – Psychiko in the building of the Central Service (K.Y.) of the GAS and respectively, the free hosting of activities of the GAK in rooms and buildings available to the Municipality of Filothei – Psychia which are consistent with the cultural strategies of the two bodies.
  • of the formation of part of the garden of K.Y. of GAK in a model Mediterranean garden and the care for its preservation.

In 2012, the GSA signed a Private Loan Agreement with the G. Zongolopoulos Foundation, within the framework of the installation of an original water-powered sculpture “Three Circles – 1978”, which was placed in the existing water reservoir at the main entrance of the GSA building.

Since then, the two institutions have maintained close cooperation and have collaborated in the implementation of joint cultural and artistic initiatives. In the same year the agreement was signed, and within the framework of the celebration of International Archives Day, an event was held at the GSA entitled: “When Archives Meet Art”, co-organized by the G. Zongolopoulos Foundation and the Municipality of Filothei – Psychiko.

During the event, the water-powered sculpture “Three Circles – 1978” was presented, along with archival material preserved at the GSA related to the honored sculptor.

An exhibition of architectural drawings, originating from the archives of the GSA and the Directorate of Technical Services of the Ministry of Education, as well as from the G. Zongolopoulos Foundation, complemented the event. At the same time, a video from the cultural series “Paraskinio”, dedicated to the sculptor, was screened. The material was kindly provided by the ERT Museum and Archive Directorate.

The collaboration between the GSA and the G. Zongolopoulos Foundation continues uninterrupted to this day, with new joint initiatives currently being planned.

In 2012, the GAS signed a private loan agreement with the G. Zongolopoulos Foundation, in the context of the installation of an original water-powered sculpture “Three circles – 1978”, which was placed in the existing water tank at the main entrance of the GAS building
Since then, the two agencies have close cooperation and cooperate in the implementation of joint actions of cultural and artistic interest. In the year of signing the above agreement and in the context of the celebration of the World Archives Day, an event was held at the GAS entitled: “When the Archives meet the Art”, with co-organizers the G. Zongolopoulos Foundation and the Municipality of Filothei – Psychiko. During the event, the water-powered sculpture “Three Cycles – 1978” and the archival material kept in the GAS regarding the honored sculptor was shown.
The exhibition of architectural plans, which come from the archive of the GAS, of the Directorate of Technical Services of the Ministry of Education and the G. Zongolopoulos Foundation, framed the event, with a simultaneous projection of a video from the “Paraskinio” culture series, dedicated to the sculptor, granted by the Directorate of Museum and Archives of ERT.
The cooperation between the GAK and the G. Zongolopoulos Foundation continues unhindered until today and new actions are being planned.

PROVISION OF THINGS

Philatelic Museum

In 2015, the Minister of Economy, Infrastructure, Shipping and Tourism signed the decision establishing a joint committee for the recording of the museum and archival material included in the collection of the Philatelic and Postal Museum , as well as the objects held in its library.

According to Article 2 of the ministerial decision, four (4) technical advisors (one of whom is an employee of the General State Archives – GSA) were appointed as members of the Expertise Committee.

Since then and up to the present day, specialized staff members of the GSA — archivists and conservators of archival and library material — visit the Philatelic and Postal Museum, upon request.

The purpose of these visits is initially to explore the contribution of the GSA to the project of recording the archival and museum material of the Philatelic Museum, which will be transferred from the Hellenic Post (ELTA) to the Philatelic and Postal Museum Service of the Ministry of Economy, Infrastructure, Shipping and Tourism, and subsequently to provide broader expertise.

Since then and until today, specialized employees of the GAS, archivists and conservators of archival and bibliographic material, visit (upon request) the Philatelic and Postal Museum, with the aim initially of investigating the assistance of the GAS in the project of recording the Archival-Museum Material of the Philatelic Museum, which will go from ELTA to the Philatelic and Postal Museum Service of the Ministry of Economy, Infrastructure, Shipping and Tourism and then to provide wider know-how.

In 2013, following the decision of the Holy Synod of the Church of Greece to digitize its Historical Archive through the project “Electronic Services for the Digitization of the Historical Archive of the Holy Synod of Greece and for the Information and Training of Citizens and Clergy”, which concerned the preparation of the archive and the coordination of the scientific documentation of the material, the General State Archives (GSA), noting certain shortcomings in the design of the project, decided — within the limits of the Service’s capabilities — to provide assistance to the Historical Archive of the Holy Synod in order to support the completion of the project.

In 2013, after the decision of the Holy Synod of the Church of Greece to vote for the sake of its historical archive through the project “Electronic Services for the digitization of the Historical Archive of the Holy Synod of Greece and the information – training of citizens and Clergy” with the subject: Preparation of file and coordination of scientific documentation of material, the GAS, pointing out some deficiencies in the design of the project in question, decided, to the extent of the service’s capabilities, to provide assistance to the Historical Archive of the Holy Synod with the aim of completing the project.

The Hellenic Directors’ Guild , founded in 1973 and maintaining significant archival material spanning more than 40 years, requested the cooperation of the General State Archives (GSA) in conducting an on-site assessment of its archival material, in order to map and further utilize the content of this body of archives.

The GSA responded to this request by carrying out an on-site inspection and providing expertise through the Service’s specialized archivists.

As a result of this collaboration, in 2017 an episode of the documentary series “Stories of Everyday People” was produced and broadcast on the Hellenic Parliament TV Channel, focusing on the profession of the archivist and the conservator of archival and library material, two key specialties employed at the GSA.

Also in 2017, within the framework of the celebration of the International Archives Day, the GSA organized the event entitled “From Woman Springs the Better – Journeys through Archival Sources”, in collaboration with the General Secretariat for Gender Equality, the Municipality of Filothei–Psychiko, the Bank of Greece, the Hellenic Broadcasting Corporation (ERT) and the Hellenic Directors’ Guild.

As part of the event, the Guild provided selected documents from the archive of the film director Maria Plyta, which were included in the archival exhibition that accompanied the event.

OTHER PARTNERSHIPS

General Secretariat for Coordination of Government Project

The General Secretariat for the Coordination of Government Work (GSCGW) and the General State Archives (GSA) signed a memorandum of cooperation aimed at coordinating their actions for the more effective management and utilization of the archives of the central and wider public sector.

More specifically, the memorandum of cooperation seeks to:

  1. identify and safeguard archival material
  2. accelerate the procedures for their recording and transfer to the GSA
  3. decongest public services
  4. enhance the operation and role of the GSA

Within this framework, a Manual for a Unified Thematic Classification System for the data and records of the Greek State across the entire Public Administration was prepared, ensuring that all material is transferred to the GSA following the same classification and archival standards.

the General Secretariat for Coordination of Government Project (GGSKE) and the General Archives of the State (GAK) proceeded to sign a memorandum of cooperation to coordinate their action for the more complete management and utilization of the archives of the narrow and wider public sector.
In particular, through the Memorandum of Cooperation, the following aims to:

  1. File Locating and Rescue
  2. The acceleration of the procedures for their registration and transfer to the GIS
  3. The decongestion of services
  4. Upgrading the operation and role of GAS

In this context, a manual of a single thematic system for classifying data-presumptions of the Greek state was drawn up throughout the public administration,  so that all the elements end up in the GAK  with the same form of classification and archiving.

The non-profit civil company for the preservation of historical documents and cultural heritage Archeion Taxis was founded in 2011 and is based in Kalamata. It constitutes a collective initiative that aims to actively contribute to the preservation, promotion and utilization of cultural heritage, placing particular emphasis on historical documents and especially on historical archives.

Through its diverse activities, it aims to:

  1. preserve, classify, process, manage and protect archival remnants and historical documents
  2. cultivate archival awareness among students, educators and Greek society as a whole
  3. implement educational programs
  4. use new technologies for the preservation, promotion and utilization of historical documents

The General State Archives (GSA) cooperate with Archeion Taxis and agreed to register on the online platform “Archive Alert”, with the aim of safeguarding and promoting archives, as well as enriching the National Archival Registry .

Through this platform, individuals, organizations and groups can report archives and other cultural material that they consider to be at risk due to lack of awareness, neglect or absence of specialized personnel.

The Urban Non-Profit Society for the Rescue of Historical Documents and Cultural HeritageTaxi ArchivesIt was founded in 2011 based in Kalamata and is a collective project, which aspires to actively contribute to the rescue, promotion and utilization of cultural heritage, emphasizing historical evidence and especially historical archives. Through its various actions it aims to: 1. In the rescue, classification, processing, management and protection of archival residues and historical documents; 2. In the cultivation of archival consciousness in students, teachers and overall in Greek society, 3. In the implementation of educational programs, 4. In the use of new technologies for the rescue, promotion and utilization of historical documents. The GAS cooperates with the Archives Taxis and agreed to register on the online platform “Archive Alert”, with the ultimate goal of saving and displaying the files, as well as enriching it national records. In this platform, individuals, agencies and collectives can declare archives and other cultural material that they consider to be at risk, due to ignorance, negligence or lack of specialized staff.

The General State Archives (GSA) collaborated with Dr Violetta Hionidou, Senior Lecturer in European History at Newcastle University (UK), providing a number of census records for the creation of a database entitled “The History of the Family in Greece”.

The database includes an important collection of census records from Kythira of the 18th and 19th centuries, Mykonos from 1861, and Ermoupolis for the years 1861, 1870 and 1879. Through this database, the public has the opportunity to search for information about their ancestors.

In 2016, the political leadership of the Ministry of Education, Research and Religious Affairs proceeded with the regulation of broader issues concerning libraries and, in particular, the establishment of a General Council of Libraries, replacing the former General Council of Libraries, General State Archives and Educational Radio-Television.

According to Article 37 of Law 4415/2016 (“Regulations concerning Greek-language education, intercultural education and other provisions”), members of the General Council of Libraries include, among others, the incumbent General Director of the General State Archives, as well as an alternate member nominated by the General State Archives.

In 2016, the political leadership of the Ministry of Education and Culture. He proceeded to regulate more general issues related to libraries and in particular to the establishment of a General Council of Libraries, to replace the General Council of Libraries, General Archives of the State and Educational Radio and Television. According to article 37 of Law 4415/2016 “Regulations for Greek-language education, intercultural education and other provisions”, as members of the General Council of Libraries are appointed, among others, the General Director of the General Archives of the State and the Its alternate member, indicated by the General Archives of the State.
